SUGGESTED TIERED FRAMEWORK

This document was emailed on 30 July 2025 as part of DEB’s ongoing advocacy work regarding learning support and tiered intervention frameworks in New Zealand schools. It outlines suggested updates to the proposed Tiered Support Framework, drawing on the science of learning, structured literacy, MTSS/RTI models, trauma-informed and neuroaffirming practice, and inclusive education principles. The feedback aimed to support clearer, more consistent, and more equitable learning support pathways for children and young people with diverse learning needs

LEARNING SUPPORT SUBMISSION

This document was emailed on 17 March 2025 as part of DEB’s ongoing advocacy work around strengthening learning support and intervention systems in New Zealand schools. It proposed a nationwide, coordinated hub-based framework for literacy and behaviour support, designed to improve collaboration, consistency, professional development, and equitable access to intervention for students with diverse learning needs. The submission explored how existing learning support funding and workforce structures could be aligned more effectively to support evidence-based, structured, and inclusive approaches across schools.

RTLIT – SUPPORTING THE ROLE

This document was emailed on 2 March 2025 as part of DEB’s advocacy work in response to the proposed changes to Resource Teachers: Literacy (RTLit) funding and learning support structures in New Zealand. The correspondence outlined community concerns regarding the loss of literacy expertise, lack of clarity around funding reinvestment, and the need for a more integrated and transparent learning support system. It also advocated for structured literacy to remain embedded across all year levels and for existing learning support expertise to be retained, retrained, and strengthened within future models of support
